What is Open Access Network Management

An Open Access Network (OAN) is a business and operational model where physical telecommunications infrastructure (such as underground ducts, dark fibre, chambers, or wireless masts) is separated from the retail services delivered over it.

Instead of a single telecom operator building a proprietary network for its exclusive use, the underlying physical network is owned or managed by an independent entity such as a municipality, utility, or neutral host and leased to multiple competing service providers on fair, reasonable, and non-discriminatory (FRAND) terms.
